Compensation for Explosion Losses to be Issued from the Government Reserve Fund

The regular meeting of the Cabinet was held on January 25, 2024, and the following issues were discussed and resolved.

Deputy Prime Minister and Head of the State Emergency Commission, S. Amarsaikhan, along with leaders from relevant law enforcement agencies, presented on the fire accident that occurred at 1:06 a.m. on January 24, 2024, at the intersection of "Ikh Mongol" and "Dunjingarav" shopping center, 26th khoroo, Bayanzurkh district of the capital. The impact resulted in a massive fire outbreak and a sequence of explosions, leading to the tragic deaths of three firefighters. A total of 27 people were taken to health facilities, and 13 people received counseling services. 14 people between the ages of 19 and 60 who were burned are currently hospitalized.

The preliminary assessment from the National Emergency Management Agency revealed that the truck collided with a small car, triggering an immediate explosion. Subsequently, a second blast occurred, exerting significant force, and claiming the lives of the firefighters present at the scene.

Emergency services transported ten individuals to a hospital for burn treatment, while another person received care at a poison center. The intensity of the fire extended to nearby structures, including a residential building, leading to the evacuation of 43 people. Sixty households were affected by the incident. Additionally, more than two dozen cars were engulfed in flames due to the explosions.

Based on the preliminary findings of the State Emergency Commission, the decision has been made to address the damage caused by the accident. This includes compensating the families of the servicemen who tragically lost their lives in the fire, as per legal provisions. Additionally, the residents of Building 207, impacted by the incident, will be relocated. Until September 1 of this year, the expenses for renting alternative housing will be covered from the Government's reserve fund. Moreover, the funds disbursed from the government's reserve will be claimed from the responsible party. Families of the firefighters who sacrificed their lives will each receive a three-room apartment in the “Buyant Ukhaa-2” apartment complex, funded by the capital city governor's reserve. Furthermore, the renovation of Building 207 will be financed from the capital city's budget and is expected to be completed by September 1 of this year.


Deputy Prime Minister S. Amarsaikhan has assigned relevant ministers and leaders the task of updating and uniformly enforcing standards and regulations applicable throughout Mongolia. This includes improving the structure, capabilities, fund distribution, and external relations of NEMA (National Emergency Management Agency), with special attention to the training and safety of all employees. Additionally, plans should be made to organize rescue operations training from abroad.

The administration of the capital city has been instructed to establish a working group responsible for inspecting whether gas stations in Ulaanbaatar, which store and transport explosive substances like fuel and gas, comply with legal and standard requirements. The group is also directed to draw conclusions and implement necessary measures.

Prime Minister L. Oyun-Erdene has directed Minister of Justice and Internal Affairs B. Enkhbayar to investigate whether land allocation, privatization of land, public streets, roads, and plots in Ulaanbaatar over the past 20 years have violated the law, additionally, to conduct open public hearings on public transportation issues.
